「第9代藩主徳川斉昭(烈公)が、天保初年から内外の危機打開のため、全国に率先して
始めた改革の眼目としたものは、藩校弘道館における人材の育成であった。本校は天保12
年(1841)から活動を開始したが、教育の趣旨目標を示した弘道館記や画期的な教育制度
は、水戸藩士ばかりでなく全国の志士に大きな影響を与えた。
